Is Romania affected by atomic radiation? Maybe leftovers from Soviet testing that could lead to cancer?

I'm representing Romania for a Model UN conference and writing my position paper on topics for the 4th committee (spec pol). My topics include the condition of palestinian refugees, effects of atomic radiation, and international cooperation in the use of outer space during peace and conflict.
