Right lane ping: Is It legal or not?

so I'm a little confused is it illegal or not to p on the right lane. I never tought it could be until the other day when one of my friends got a ticker for ping on the right l;lane know i don't know anymore. Sometimes you have to p on the right lane even if you're not supposed to so i am soooo confused!!!
