How old does a child have to be before they can go shopping on their own?

My daughter is nearly 12. She is pestering me to be able to get on a bus and go to the local shopping centre with a friend. I am confused about what to do and it is so dangerous out there. I don't want her hanging around shops but also don't want her to think I am treating her like a baby. Any advice would be great
