Seeding bare spots on a lawn?

I re did my whole lawn by seed about 3 weeks ago its has sprouted but theres lots of bare spots. the gr that has spouted is about 1/4'' long. How can i put down new seed. I dont want to rake it in because that could damage the gr thats sprouted and i dont just want to put seed on top of the soil because birds eat it.
